With 3 hours you should stay inside ZRH. A 6-hour layover is enough to leave the airport briefly. Round-trip to the city center is about 30 minutes plus re-screening. Zurich main station is only ~15 min by train (every 10 min), the best city-center access of any hub we track, so a 4+ hour layover opens up the old town and lakefront. Re-entering means security again and, for non-Schengen onward flights, the EES border, so leave a wide margin.
